Reshuffling Service
The Reshuffling Service, as defined in §6a (1–5) of the Gas-Marktmodell-Verordnung 2020 (GMMO-VO 2020) – Amendment 2025, allows system users to offset the monetary value of newly acquired firm capacity products (yearly, quarterly, or monthly) against existing yearly or multi-yearly capacity contracts.
How it works
Existing Contract: System user holds a freely allocable capacity (FZK) or dynamically allocable capacity (DZK) with a term of one year or longer at an Entry/Exit Interconnection Point (IP) of Gas Connect Austria (GCA).
New Contract: System user acquires a new booked FZK capacity (monthly, quarterly, or yearly) at an Entry/Exit IP of GCA.
The monetary value of the new contract is offset against the existing contract. The hourly flow rate of the existing contract is reduced accordingly within the runtime of the new capacity contract.
The system user submits a reshuffling request using the standard form within five (5) working days after booking the new capacity.
Gas Connect Austria (GCA) validates the reshuffling service within three (3) working days.
Step 1 – Determining Applicable Tariff
The Entry/Exit tariff of the new capacity contract under the Gas System Charges Ordinance 2013 (Gas-Systemnutzungsentgelte-Verordnung, GSNE-VO 2013) as last amended is the basis for the calculation.
The tariffs for the new quarterly and monthly contracts with a are derived from the tariffs by applying the following formulae:
1. for quarterly products: Tariff [cent/kWh/h/year]÷365×Days in the respective quarter (rounded to two decimal places)
2. for monthly products: Tariff [cent/kWh/h/year]÷365×Days in the respective month (rounded to two decimal places)
In the calculation surcharges and multipliers are not taken into account.
Step 2 – Calculate Monetary Value
In step 2, the tariff determined in step 1 is multiplied by the quantity of the new capacity contract, divided by the number of months for which the respective capacity and product type was booked. The monetary value indicated in the reshuffling form shall be is in EUR/month, rounded to 0 decimal places.
New Contract: System user acquires an FZK quarterly capacity contract:
- IP: Entry Oberkappel
- Runtime: 01.01.2026 - 01.04.2026
- Hourly flow rate: 250,000 [KWh/h]
Step 1 – Determining Applicable Tariff
277 [cent/kWh/h/year]÷365 [days]×90 [days]= 68.30 [cent/KWh/h/quarter]
Step 2 – Calculate Monetary Value
68.30 [cent/kWh/h/quarter]*250,000 [KWh/h]÷3 [months]÷100 [cent→EUR] = 56,917.-- [EUR/month] (maximum monetary value to be reshuffled)
Are auction premiums and tariff multipliers included in the monetary offset during reshuffling?
→ No, they remain payable and are not considered in the offset.
Are changes in the tariff ordinance reflected in the reshuffling value for yearly capacity products?
→ Yes, tariff changes are taken into account for yearly products.(see example)
Can the Reshuffling Service be used for capacities that have already undergone a capacity conversion?
→ No, reshuffling and capacity conversion are mutually exclusive.
Is reshuffling possible beyond the first gas year of a yearly capacity product?
→ No, reshuffling is only allowed for the first gas year.
From when is the Reshuffling Service available for booked transport capacities?
→ Starting October 1, 2025, for yearly, quarterly, and monthly products.
What is the maximum monetary value that can be reshuffled?
→ It is limited to the monetary value of the new capacity contract.
Can part of the monetary value of a new contract be reshuffled?
→ Yes. It is possible to reshuffle only a part of the monetary value of a new contract.
